Yes its not supposed to have any copper or zinc showing.Your quarter is a 1944 Washington quarter,from 1932 to 1964 they are %90 silver.It just had a rough time in circulation.Common date and in that condition basically worth melt around $4.
Another more modern date quarter 2014 weird color no visible sign of nickel or sliver just looks zinc but it's back was beautiful so I kelp it .
Thats just environmental toning/damage your quarter doesn't have any zinc or silver (copper and nickel is all)its still just a quarter,if you like it keep it.
