Those are called occluded gas bubbles. In very worn condition they are hard to determine if they are a defect in the planchet. Or simply someone with too much time on their hands and a torch. My opinion is that yours is the latter. PMD or post mint damage. Especially with the coin showing plenty of circulation and environmental damage.
