Error, or post mint damage?

    I recently came across this 1990(i think) dime that has some weirdness going on. If anyone has any information about this type of damage I welcome any input. Thanks folks,
    Erik 20190131_041334.jpg 20190131_041209.jpg oh and it weighs 2.3grams or 11.5cts.
