Hi, I was wondering if this dime has plating issues or just damaged. I'm leaning more on the damaged side.

Definitely damaged but still 10 cents.

Someone created a thread earlier with the same issue. Extreme heat caused the Clad layer to blister. It's Post Mint Damage.

FYI - Clad coins are Cladded not plated ;)
    Two totally different processes.

I do see many modern pennies with bubbles under the copper cladding. I’m pretty sure the bubbles are from the mint.

    No. Totally wrong.
Modern Cents are Copper plated zinc planchets. Not copper cladding. When they have bubbles that is Plating Bubbles or Blisters.

The issue on the coin show has nothing to do with plating bubbles. It's definitely heat damage to the clad surface.
