It is misaligned, but then in the chaotic conditions in which it was printed - errors are not quite so uncommon. Brazil goes through currencies every few years because of inflation.

I don't have a particular dog in this fight, but I'd point out that Brazilian inflation has been <6% for the last 4 years. You're correct in stating that Brazil experienced chaotic economic policies and several bouts of inflation in the past. But don't let history cloud your judgement. It's too easy to lump all South American economies into one bucket, and assume nothing has or ever will change. Brazil's economy is currently more stable than several EU economies - though that's setting the bar a little low. You're right about the state of affairs around 1988, when that 5000 cruzado note was issued. I'd just be a little more careful with broad statements about a country like Brazil, that has clearly joined the ranks of industrialized world.
