Has any body seen this kind of error before ? If this is an error does it have any value ?

This is just PMD. Somebody or many bodies tortured this coin to make it talk.
Not a mint error. No value beyond face, and because it is disfigured you might have to pay someone to take it off your hands…imo…Spark

Not a Mint Error of kind.

    Gary,
Keep this in mind.. Just because an issue on a coin looks strange, weird or different doesn't automatically make it a mint error. There are many ways coins can be damaged or altered post mint.

Tin snips in the hands of someone with too much time on their hands and a mind that can’t think of anything better to do.

Don't think it was tin snips . Reverse side of the dime is fine with no marks . It was some kind of high pressure like a press that made marks in the center of the dime . I guess some one in a shop was bored . ..

Just put a board on the reverse side and cut away. Marks will only show on the obverse of the coin.
