So, my mother-in-law’s next door neighbor brought over these 4 bank notes he got from someone named Hassan Mohamed. We can’t convert the Arabic dates into our calendar dates. Conditions are not good due to wear in the 25 piastres notes, and writing on 5 piastres notes. Any help would be appreciated!

For the 25 Piastres, the top one is from 1982 and the bottom one is from 1980. The series of numbers below the watermark apparently runs as Y/DD/MM/Y. Thus, for the overall you have 14/04/92 (4/14/92), and 26/01/80 (1/26/80). I put the more familiar month/day order in parentheses.
For the 5 piastres, the finance minister’s name is in English which helps. Yours is Aly Lotfy, who served as finance minister from October 1978 to May 1980. Your notes fall into that spread.
