I believe the grade is legit based upon strike and stray marks. Can't tell about the surfaces under the toning, but likely original based on the grade. Toning has one of the lesser affects on grading. BUT You are correct. That (IMO ugly) toning will lower the coin's value for most people.
Thanks at first when I saw a PCGS MS64 quarter going for 6 bucks I was like what? then I saw the coloring and strayed away...lol
Can't believe I am jsut now seeing this! (And my name was in the thread!!!) So, yes, a MS64, just some ugly toning and color to it... Some collectors like this kind of toning, I think it is pretty, (The crusty toning) but only when it is a certain color... Can't just be a brown, rust coin, that will make it look like this frankie...Kinda ugly
I would say that it does take away from the value. The reason is the eye appeal. I have no doubt that the techinical grade is near an MS64 because PCGS is typically pretty good...but an important factor in value is eye appeal. If the coin is ugly (and IMHO this toning is ugly) then it won't sell for as much as a nicer looking coin of the same grade will sell for.
An absolutely perfect example of why you should never buy sight unseen just based on the a slab grade!
