Looks more like a PMD, after a small round object, like a tiny screw-nut, got pressed against the coin.
It appears to be incuse, and I don't see any changes in the surface texture that would make me suspect PMD. I dn't see it as being struck through a dropped letter because it doesn't match the size or shape of any of the letters. So I suspect a strike through but a strike through of what I can't say.
