Under graded IMO. Perhaps, the weak centers have thrown off the expert graders as to the actual amount of detail remaining on this VG coin. That's the problem with commercial grading. Although the coin may actually be a VG, it is only worth G money in PCGS's opinion. In a classroom setting, I'd grade this difficult coin VG, flat strike.
This coin sold for $910 at the Heritage auction at FUN last year. It is an attractive coin with full rims and weak centers. The price is good, but not very good. I don't know the terms of sale, but if you're not doing credit cards or PayPal, offer $960 and see if that gets you the coin. It's been for sale for a year.
Personally I wouldn't hassle over $40. No offense messy but 5-10 years from now what means more to you the coin for a few bucks?
