It would help if we could get full pictures of the coin but by what I see it appears to be nav doubling.
Welcome James - when posting a coin, placing information into the title will help draw folks to your posting. Also as noted, some basics with posting photos. Typically it's helpful to post full photos of the obverse and reverse in the Errors forum since there are things we are looking for (e.g., position of the dies, markers, etc.). Of course, post photos of the area you would like to draw our attention to. And if you are hung up on something specific that has an attribution, mimicking the photos found at the attribution site is also helpful. As noted by your fellow enthusiasts, this looks to be machine damage and maybe die deterioration. Full pictures would help us figure out what you have there, so when this happens, No Added Value doubling is often the response since it covers the spectrum. Your specimen appears to be a more extreme example of NAV. A good learning piece.
