Looks like it to me. What is the date? Edit. A second look says no. Probably the angle of the lighting giving a false positive.
I don't see it, it's probably just a sharp strike. I have a Steelie that looks like that too. If anything, I would venture to say slight machine doubling.
I am not seeing doubling of any type, but my eyes are not what they once were and I've not played with the photos either. Regardless, when asking for help/opinions, it's always best to also give the date and mint of the coin.
