As a full size photo, it is a little out of focus, but appears to be MD or Machine Doubling

 

I noticed the four when I first seen the coin . It looks bigger

 

One of the hallmarks of Machine Doubled coins is that the doubled devices appear larger due to the die "slipping" as it is retracted. Wait for more informed opinions.
