A friend who is a coin dealer gave me this 1943, he and I both see some sort of doubling on the 3, noticible inside the lower loop of the 3, no where else. I don't see it listed anywhere, is it doubling?

Most coin dealers don't know squat about varieties and errors. It is just too time-consuming for them while their overhead expenses keep going and going.

Do you see all of those parallel striations surrounding the "3"? Those are indicative of die deterioration and the doubling you see is a result of that....Die Deterioration Doubling (DDD).

Worthless doubling. If one were to look hard enough and with enough magnification they could find doubling on every coin.
