Double Struck Oddity???

    SO here is this interesting piece I recently acquired. I cant rightly say what it is.

    The coin I have is Copper double struck 1928 Hindenburg Medal. These medals were struck in brass (See the example pictures) and the die patterns are identical to my example.

    So i guess the question is is it a test strike or just a mistake? Hopefully some one might have some idea or past experience for something like this.

    It looks to me like it was an intentional double-strike on a copper planchet.

    CONECA created a double-strike for their 25th Anniversary.
