Can't really tell much from the pictures provided, other than the coin appears to be damaged. Full sized pictures, in focus, of both sides and better lit may help us help you

Honestly we see this sort of thing daily, you are right, some people have nothing better to do than 'play' with coins. Either for a school project, engineering shenanigans' or just because they like to destroy things.

Until you provide clear and in focus pictures all we can see is damage.

See if you can get hold of The Book of US Coins (a.k.a. Red Book) it has lots of information, just don't rely on the pricing as it is not accurate. Coin World Almanac and The Coin Collector's Survival Manual are good helps for you also. Read up on the minting process, then you will understand why what you are seeing cannot have happened at the mint.

    Altered Dime.
Anything incused and backwards is considered damage.

Not a mint error of any kind.
