Welcome to CoinTalk! That is very interesting. I can't say what exactly it could be but it does look like the other dots. Maybe a Canadaian coin collector will chime in and give you an answer. Thanks for sharing.
I came across another couple of 2013 loonies and one more had an issue with the 3 but not sure if its another DOT one but a blobbed one
