I agree with the original poster. This is very heavily tooled then repatinated. Contrast the outer edges of the lettering to the field l, it has been excavated. Also the main reverse figures have had the field cut out all round them to make them appear higher relief. After being tooled it was heavily repatinated to try hide what happened. As such it's deliberately deceptive and amounts to fakery.
