Dollar ?

My son found this dollar in some change he got from school.It has,what feels like wax.I'm sure it is not an error,but we don't know what caused it.Maybe someone dipped it in wax?Anyone know?

It probably was soaked in mineral oil or something like that.

 

I guess it could be,although I thought if that were the case it would have an oily feeling.It is wax like texture thru and thru.
