The bill is stained. Not an inking error. What you think you see is your eyes playing tricks on you. Kind of like looking at ink spots isn't it?

 

there is something with a design under the 2. I understand that means nothing though. like ink blots or clouds that look cartoon characters. took a chance and struck out. ty for the reply. the search continues...

 

Looks like post BEP stains, like maybe an auto mechanic with greasy hands got a hold of it.
