I can't find an answer to this. Is this supposed to be a secret? I know a private contractor makes the zinc planchets. But do they also plate them with the 20 microns of copper coating, or does the Mint? If so, where?

So, why are there type 1 blanks of unplated-copper zinc cents, but no type 1 blank copper-plated zinc cents? How does 1 get out but not the other?
By calling what Jarden sends out "planchets", that implies, at least, that they are already Type 2, doesn't it? But are they really?
I wonder what a friendly letter to Jarden might shake loose? I'm talking a stationery and stamp letter. Fountain pen is optional. Sealing wax might be a nice touch.
If I were specifying the product, I would require that the upsetting of the planchets precede plating. Otherwise, the plating might be unacceptably thinned by both the upsetting operation and striking of the coin after plating.
