Reading the Paypal protection it says you are 100% protected in cases of misrepresentation. If you get a coin and then find out its a fake are you protected?
Paypal and eBay both have a satisfaction guarantee, which I am positive protects against fraudulent purchases. You would have to be able to prove it of course, such as having the coin certified as a fake or counterfeit, and I'm not sure how much time you are allowed to submit your claim. But, they are both committed to customer service and according to their claims, they weed out undesirable sellers. You could probably contact them and get more information. I have used paypal probably a hundred times, as a buyer and a seller and have never had any problems. It also protects your credit card info rather than shooting it out there for hackers to see everytime you make a purchase. You can also store multiple credit cards or bank accounts in your paypal account.
eBay has Buyer's Protection but there is a time limit (30 days, I believe). And submitting a coin to a TPG generally takes longer. But definitely start with eBay. (BTW based on eBay's policy make sure you use only PCGS, NGC, ICG or ANACS.) But if time runs out on eBay's protection you can then jump over to PayPal's protection. I believe that lasts 180 days.
