Do you think this coin is tooled? Look at his hair with strips.

I don’t intend to bid on it, but I’m still interested to hear whether you think it is tooled or not. I am leaning on a “no”, but I have some doubts.

In case you have a strong opinion I would like to read it. :)

I don't have a strong opinion, but I will point to what appears to be the "strips" coming through on the reverse (right side of "M"). This may suggest someone got carried away with the drimel. Otherwise, it looks like a nice coin.

    Looks OK to me.
    It's just not very worn.

Not tooled. Although not from the same die, here's another coin from the same mint and year, probably from the same hand, that shows similar treatment of the hair.
