    Looks like mechanical doubling, which is common on proofs as they are struck multiple times by the dies.

    I agree with Simon; it's MD. Specifically on your coin it appears to be a type that is only encountered on proof coins called flat-field doubling. It's very common. Here's a link that will tell you more about it.
