Someone once told me that there are no ASE proof coins because the mint was using the planchets for it's commemorative coins: but, I thought that the commemerative dollars were made from 90% silver planchets unlike the ASE program which uses 99.9% silver planchets. Are the ASE and commemorative planchets the same?

No they are not the same. They are not making the Proof ASE because they are using the planchets for the bullion ASE, not the Commems.
