Die deterioration or not?(89-P memorial with tripling)

    Found this while CRHing, and looked for doubling on a whim. This is what I saw

    Is this just some kind of die deterioration, or something else? Is it worth getting graded? I'm new to numismatics, so any info would be appreciated :)
