Looks like a scratch to me... assuming you're talking about the anomaly on the word "Quarter" on the reverse.
Zack, your photos don't lend themselves to even a guess about what you are asking. You need to have CROPPED, in focus, FULL IMAGE, photos of both sides and close-ups of areas you are questioning. Please remember that many of us are old, with tired eyes, and our mind reading skills have diminished to zero.
