I'd agree normally, but at the time those coins were struck they were placed in the dies by hand and I doubt they would have done so if the planchet was clipped seeing as how the penalty for underweight coinage was death. However or whyever it was done, I think it likely that the coin was clipped after it was struck. Could always be wrong though.
Deliberate debasing of gold or silver was a capital offense, a clipped planchet I don't think so. And what is the denomination of this coin 5 Rappen? On my screen it almost looks like a copper coin. If so underweight or clipped planchets probably would not even rate a punishment becaiuse most copper coinages at that time were not even legal tender.
Conder, In my 1800 Krause this coin's material is listed as Billon, which as I understand the term, signifies a coin composition of less then .500 silver.
