Die chip or doubling around ear of 1996 25c

    I have been looking at this one for a while trying to figure out if it either a die chip or whether it could be doubling around the ear of this 1996 P Quarter. Any opinion would be greatly appreciated

    If you had a overlay you could rule out a clash mark. I don't.
