Die Chip or Die Gouge ?

Just came across this 1991-D Roosie while looking through some stuff I had laying around, getting ready for the coin changer.



I like the way it appears to have a few layers to it.

Neat error. Id say its a die chip.
Heres one I just got back from Anacs(Im sure NGC wouldnt acknowledge the error).
