It looks like PMD, but I could be wrong. Can you take a few more shots, rotating the coin? Add a second (filtered) light source 90 degrees from your camera, such as light reflected off a white piece of paper, or a side lamp with a softer light. The delaminating rim may just be from streetwear. Again, the operative word being, "may". I have no opinion, just offering thoughts. For the "doubling" question this diagram is a great help. I cannot remember which web page I found it on.
I think he meant double struck as in it was struck twice. No doubling as in doubled die. @Amberlarry22 Interesting quarter! It seems as if it's a Misaligned Die Strike but the other issue on the reverse is strange.
I know the up all night routine. No coffee, Heavens forbid. Agree the obverse is MAD. The reverse reminds me of a railroad rim, partial collar strike, but that slice mark on the reverse is definitely odd. Maybe when the die was struck the blank was on top of the collar and got dinged? Who knows.
I would like to see a good (older) video on the whole process, from a documentary perspective. I find a lot of stills depicting the various stages of the process, but no videos yet. As for the coffee - hence my bug-eyed squirrel with a cup of coffee. I found that animated gif in 1996, and have used it as an avatar ever since.
Based on the photos only, and the fact that there is no corresponding anomaly opposite it, (on the obverse at about 2:30), I'd say no, it's not a 99% off center 2nd strike.
