Could this be a No S 1990

    I know they say no s is only in proof sets but those coins could get out into to public

    Imho, that is not a proof penny.
    A proof cent has a mirror finish. While the details stand out.
    I’m sorry but it is just a normal 1990 cent.

    Look at a proof coin and you will see that this one does not resemble a proof at all. You simply are not going to find a no S proof in circulation.
