I recently found a walking Liberty (dated 1987) that is about the size of a regular walking liberty in a mildly large case. 'copy' is in place of 'in God we trust' and on the back, it has a very Mexican looking eagle & plant, the bottom says 2 troy ounces, and the top has .999 fine silver. 'copy' is just under the . in .999

What in the world is this, and why would anybody make this?
