Copper Fragments on a quarter??

    Is it possible that copper fragments were in the press when stamped? What else would cause this?

    Nope. That's dried adhesive or shellac on the surface. Most of it has peeled and fallen off.

    Dip it in acetone for some time and it will come off.

    Welcome to Coin Talk.
    I think someone used fingernail polish, or some other marking medium to mark the coin. Arcades are known for marking coins to use when a customer says they lost coins in a machime.

    I agree, except for the part about dipping it in acetone over time. It's not worth the hassle, since it's just a quarter. Spend it.
