Found this 2008 P Hawaii state quarter in a roll today. Looks like clad layer is missing. I see remnants of a clad layer, but no obvious signs that someone went at it with a dremel or something. In fact wear wise it looks pretty good. Any idea what is going on with it? Any thoughts appreciated! Thanks in advance!

THANK YOU!!! @paddyman98 . I appreciate you helping this newbie along.
What threw me was the brightness of the copper color and the lack of wear on the coin. I just couldn't understand how that happened (and probably never will!)

Here is my example of a Kennedy half dollar that I found in a $100 Mixed P&D bag direct from the Mint.
