It appears to be a detached example of a real bond coupon that was detached from a $500 bond. I don't see anything suggesting it is not real, it has a nominal value though by itself.
It is not a bond but a bond coupon. It would have been attached to a bond and clipped in order to receive the interest of $20.00 that would have been due in January 1866. Why someone separated it form the bond is beyond me. Since the war was over before this interest payment became due there would have been no reason to cut ir from the bond. (Except to sell it separately to a collector.) No reason to doubt its validity although I have seen copies created for re-enactors. The copies are easily identifiable as they are simply photocopies and the penned information appears in black rather than brown. They are fairly common and I would venture to say that they can be found for $5.00-10.00
