The magistrate or magistrate is the elected administrator of the city. And in my opinion these coins are very rare.
With my coin above I can't quite make out all the lettering, so a list of magistrates around this time period in the area would narrow things down, I have identified 2 along with yours; ΛΥΣΙΑΣ & ΣΤΑΣΙΠΠΟΣ both look nothing like the lettering on mine? I will just have to keep researching I think...

The quick answer is your paying for the provenance. It is a fine specimen but not for that price. The coin is a common type and magistrate but is "scarce" in that condition. I personally would not have paid more than $100+- for the coin. However if you enjoy it then it doesn't matter what you paid.

Very nice collection, I absolutely love the 2nd one down as it has beautiful inscriptions, and a bust of someone??? now that would be worth $200 or more, never seen one like it!!
I have sold many of this type, although in lesser condition. Still $245 seems like a high price - unless this is a really rare type.
P.S. Coins from Kyme seem to be pretty common now - I saw one that looked like this for $40 on VCOINS
It's one of the more "rare" types, I paid about $36 for it in 2008: Obverse: Magistrate Zwilos. Draped bust of Artemis right, bow and quiver over shoulder Reverse: KY above, Z-Ω I-Λ O-Σ across fields, one-handled cup between two laurel branches References: SNG Stockholm 2209; SNG von Aulock 1642; SNG Cop 108; SNG Tuebingen 2701.
