Coin slabbed as red-brown, but apears fully red

I don't generally go for slabbed coins, so not very familiar with the guidelines.

This coin is slabbed by NGC as MS-65 RB. However, it has full red luster. I have looked at other examples slabbed with the same exact grade, and they have noticeable areas where the luster is gone and the brown surface is visible.

Is this a mistake, or am I missing something here?

    Thanks!

HOW is THAT coin considered RB?? I don't get it. It looks Red to me, but I am not an NGC grader...

Maybe it's the are between 3 and 6 o'clock on the obverse?

That's exactly my point of confusion, there is nothing brown about it. The color is consistent throughout, probably just the angle of the photo. Couldn't shoot it straight on as the slab caused glare.
