Does NGC assign a full steps attribution (5 or 6) to the 1994 P and 1997 P Jefferson Specimen Nickels with the matte finish? I have only seen PCGS slabs with SP and FS.
A quick perusal of Heritage results indicates that no, NGC does not use a Steps designation on Specimen strikes, only Business Strikes.
