I was wondering how NGC/PCGS handles grading for new coin designs. How would they know what an MS70 for that particular coin looks without seeing a bunch of specimans?
At first they don't. But whenever a new coin is issued the TPG's receive hundreds if not thousands of them in the first few days. So it doesn't take long before they do know. And since it almost always takes at least a month, and sometimes 2 or 3 months to get coins graded - by the time they get around to grading them there are plenty for them to look at.
