I've never used the guy before but I've had his link posted in the Numismatic Resources section for almost 5 years now.
He has a good reputation, but last I knew he only did UK coinage, possibly British Commonwealth. His reports are written and the coin is not encapsulated. The report is detailed though and it is obvious tha he does more to authenicate the coin than the superficial visual examination used to authenticate coins by the TPG services.
