These two clueless. The 84 though I think zinc rot? But the 37 why does it look partially silver?

The 1984 was damaged, exposing the zinc core and accelerating the zinc rot. Good catch, identifying what ISN'T good is more important than knowing what is!

The cent is damaged as well, not sure exactly how. That wouldn't happen at the mint.

 

Post mint mechanical damage. It looks clipped.

 

Both would be considered damaged.

 

It actually looks like it is partially silver.

 

That silver looking substance is probably solder.
