You don't want to try to clean it. Take it to a coin shop and pay a few dollars and exchange it for a brilliant one.
If you don't know what you're doing, you will damage it.

I like it the way it is. Pretty sure cleaning it won't work that well, and won't last very long

Don't clean it unless you want to ruin it.

I wouldn't clean it if it were mine, but if you're bound and determined to, find a silver dip, dip it and then rinse the dip off thoroughly with distilled water and let it air dry. Do not rub it with anything, not even a soft cloth, or you'll leave hairline scratches. That's only if you've made up your mind to clean it and we can't talk you out of it, it really is a nice coin just the way it is.

I looked at sold listings on ebay, 1996 silver eagles are going for anywhere between $30 and $50 in the past couple months.

It got exposed to air, and contaminants in it that reacted with the silver. '96 is a bit better date, so you may be able to get a 2019 plus some cash in exchange.
You need to get a fresh piece and have it put into an Airtites coin holder. That should prevent this from happening again.
