Is this coin missing any coin layer? I don't have a way to weigh it, but wanted to know what your guys thought before even trying to get some scales. The coin on the bottom , is the one in question, and the one on top a regular state ,conn ,quarter .Thank you

Based on your photo it appears to be environmental damage.IMO

The placement of 1788 and how it's touching the tree made me think it wasn't environmental damage. Could that sort of damage cause any thing like that?

To be honest with you the details of the tree or real hard for me to see because the pictures are too blurry when you try to enlarge them.

    Yes to Environmental Damage
Missing Clad layer usually just involves just one side of a Clad Coin.
