Chinese Coin with dragons -- grade this?

    I picked this up a year or so ago. It was in the mint packaging but the packaging was cracked, so i put it in mylar. What is it? What's it worth? Should i send it in for grading?

    Looks like bullion, obviously 1 oz silver. I wouldn't send it in for the fact is is bullion. 67-68 probably.

    Assuming it is not a "replica", it appears to be a 1988 Year of the Dragon coin. Just as 2012 and 2000 were both the Year of the Dragon, so was 1988. If so, the mintage was 20,000. It may have some value and would be worth pursuing.
