    Can a cleaned, whizzed, dipped or otherwise altered coin still exhibit "cartwheeling"/

    In a short tense of the word, yes. It is different however from the true cartwheeling effect when it is reflected from the original Mint Luster.
    Spotting cleaning and other altered surfaces takes time and experience.
