It's Norwegian and it's worth between $175 and $325 according to my Standard Catalog. It's on page 1003 of the 2012 edition of 1800's coins. It is supposed to be made of .8750 silver.

Norway was ruled by Sweden from 1814 to 1905. Seeing the Swedish Ruler on it is what might have made you think that the coin was Swedish. The design on the back of the coin was the giveaway of it being Norwegian.

And it was minted in Norway too--the crossed hammers between the date denote the Kongsberg mint.
FYI--the prices quoted by Krause are very low. In my catalog from Norway, the value given for this grade would be around 12.000 NOK or roughly US $2052! :thumb:
