I have looked at these sites and I like how they are cheap and they grade the coins though ether they don't ship to Canada or they do but shipping prices are huge. Is there any Canadian sites or American which ship to Canada without outrages shipping prices and get there coins graded by some company?

There is also CCCS in Montreal .. both have ads in each Canadian Coin News. CCCS has great hard slabs, as well as the flips, and they are very active in variety certifications. They also have internet access for verification/registration .. a top notch outfit. ICCS has only the soft flips, no internet access and will normally only certify what is in Charlton. Cost for either of them depends on the total number submitted, if an obscure variety is wanted and, in CCCS's case, what kind of slab you want. I think that the cheapest is around $6-7 for lots of 100 or more in soft flips, but it goes to around $20.
