I found this in a bank roll. I don't know if the MAD adds or subtracts from any value. I did a quick check on e-bay and saw some for $12 to $40... pretty cool
It doesn't look like damage more like a partial collar strike. It's very thin on that edge like the die ran out of metal.
Look at this pic. You can see where the image is shifted so far to the east that the dots are almost on the rim.
