Canada - 1c - 1921 - Metal alloy problem

Hi,

Is it metal alloy problem?

There is a lot of gray (maybe tin) on the obverse. It stop just near rim.

What do you think about that?

Looks like silver paint or spotty silver plating. It's not an alloy error and it's not a mint error.

 

I agree it looks like it was added, some how.
